Tata Steel would provide a fresh and modified compensation package to the landlosers at Gopalpur where it had originally proposed a mega steel project in 1996.
The new package, which among other things would ensure jobs to members of project displaced families and additional monetary compensation to the land losers, is likely entail an additional expenditure of Rs 400 crore.
As many as 656 core families and 989 extended families of at least five villages near Gopalpur were displaced in 1996, when the steel giant acquired around 2970 acres of land for setting up a shore-based mega steel plant.
While the families of Sindhigaon, Badapaur, Patrapur, Kalipalli and Paikapada were displaced for the project, families of other eight villages ended up losing their lands.
The company later shelved the steel project and decided to set up an industrial park and multi-product SEZ. Chief minister Naveen Patnaik had laid the foundation stone for the industrial park in August 2010.
Inordinate delay in execution of the project is the cause of brewing resentment among the displaced people, who aspire to get jobs in the project once it moves ahead.
Based on the recent rehabilitation and resettlement (R&R) policy, the displaced people have demanded permanent job for at least one person of the families that have lost lands for the project.
The Tata rehabilitation village development committee had submitted a memorandum to the Tata Group’s chairman Cyrus P Mistry during his visit to the area on September 2, demanding at least Rs 15 lakh to each displaced family, fresh enumeration of the displaced families, employment and re-construction of the old buildings in the rehabilitation colony.
"We have submitted a fresh compensation package to the government. The contents of the new package will be announced only after the government approves it”, said Arun Misra, vice president of Tata Steel's Gopalpur project. The company will formulate a recruitment policy and submit it to the district administration.
Besides, the company will also set up a skill development centre to provide training to the youths of the district, Misra said. Priority would be given to the members of the displaced and project affected families during recruitment, he said.
