The US International Trade Commission (USITC) decided to impose anti-dumping duties on Turkish steel pipes last week following an investigation into export prices, a development that is likely to hurt Turkish pipe exporters to this country.
A US investigation into the price of imported steel pipes was finalized last week and the USITC ordered that anti-dumping duties be imposed over oil-country tubular goods (OCTG) imported from a group of countries including Turkey.
The new US tariffs to be imposed on Turkish steel pipe exporters will reportedly be around 118 percent. The decision is a concern for Turkish producers that claim that the duties contradict the practice of fair competition and are a direct intervention in the free market.
Regarding the duties, Turkish Iron and Steel Producers Association (TÇÜD) Secretary-General Veysel Yayan stated that the decision will cost the Turkish steel industry $270 million in export losses. Yayan continued, saying Turkey exports 300,000 tons of steel pipes to the US each year. Yayan added his concerns that the decision may lead other countries to impose duties on Turkish pipe exporters as well.
The ruling can be appealed within a period of 30 days following the decision.
Turkish Steel Exporters Union (ÇİB) Chairman Namık Ekinci also commented on the decision on Monday, saying the union will file a lawsuit against the US decision even though it may take a long time to get a favorable result. He also added that the decision seems to be politically motivated, which is an expected practice in underdeveloped countries but not in the US.
The US is Turkey's second largest steel market, importing 167,000 tons in the first half of 2014, according to TÇÜD statistics.
The investigation was launched following US steel producers' complaints to the trade commission. According to the allegations by US steel pipe producers, foreign firms exporting to the US had been underpricing oil-country tubular goods, which results in unfair competition. The local pipe producers also said that foreign exporter firms were being supported by their governments via export subsidies.
