The U.S. trade authority ruled Thursday that a U.S. industry is "neither materially injured nor threatened with material injury" by imports of grain-oriented electrical steel (GOES) from China, the Czech Republic, the Republic of Korea and Russia.
The U.S. International Trade Commission (USITC) voted against the U.S. Commerce Department's determination that imports of GOES, a flat-rolled alloy steel product used in the electric power industry, from the four countries were sold in the United States at less than fair value and that those from China were subsidized.
As a result of the USITC's negative determinations, "no antidumping duty or countervailing duty orders will be issued on imports of this product from China, Czech Republic, Korea, and Russia," the bipartisan trade panel said in a statement.
Imports of the product from the four countries stood at 23.3 million U.S. dollars in 2013, official data showed.
The Commerce Department launched the investigation in October 2013, in response to a petition filed by two U.S. steel producers - - AK Steel Corporation based in the state of Ohio and Allegheny Ludlum based in the state of Pennsylvania -- and the United Steelworkers, an industrial labor union of steelworkers based in Pittsburgh, a city in Pennsylvania.
As the U.S. steel industry struggles with excess steelmaking capacity around the world and has posted net losses in four of the past five years, U.S. steel producers have increasingly resorted to trade protection.
U.S. steel producers filed 40 antidumping and countervailing duties in 2013 and the first two months of 2014, covering nine products from 18 different countries, according to a report released in May by a Washington, D.C.-based think tank, the Economic Policy Institute.
Imports of the product from China were estimated at 5.4 million dollars last year, according to U.S. official data.
Beijing has repeatedly urged Washington to honor its commitment against protectionism and work with China to maintain a free, open and just trade environment.
