The authority did not find substantial import subsidizations for South Korea and Turkey. Chinese exporters were also removed from hot-rolled case because of the 90% tariff on their hot-rolled sheet exports to the US for the past 14 years.
It is pertinent to note that under CVD investigations, all subsidies provided by foreign governments to support their exporters are included. These benefits are usually given to increase production, and are allocated to specific industries.
The CVD will now be added to anti-dumping duties to conclude the total tariff. The preliminary anti-dumping determinations will be held on February 23 and March 8, 2016, respectively.
Since preliminary determinations for Brazil are affirmative, US Customs and Border Protection (CBP) is required to collect cash deposits from the named Brazilian producers and exporters. Additionally, since critical circumstances were also seen to be present, CBP will collect these cash deposits for up to 90 days preceding the appearance of the preliminary determination in the Federal Register notice.
